Report card finds Miami-Dade stormwater utilities shows poor compliance with pollution permits

The spills prompted no-swim warnings from the Venetian Causeway to Key Biscayne, underscoring the strain on a system now mid-way through a $1.5 billion federally ordered overhaul.
